The 19 Categories of High-Risk Construction Work

1. Work with a Risk of a Fall More Than 2 Metres

Any work with a risk of a person falling more than 2 metres requires a SWMS. The trigger is the risk of the fall, not simply working at height, so proper edge protection or engineering controls are part of assessing whether this category applies.

2. Work Carried Out on a Telecommunications Tower

Covers construction, maintenance, or alteration work on telecommunications towers, given the fall and structural risks involved.

3. Demolition of a Load-Bearing Element

Any demolition work involving an element of a structure that is load-bearing falls into this category due to the risk of uncontrolled collapse.

4. Demolition Related to Physical or Mechanical Integrity

Separate from load-bearing demolition, this covers demolition of any element related to a structure’s broader physical or mechanical integrity.

5. Disturbance of Asbestos

Any work likely to disturb asbestos-containing materials, common in older buildings, requires a SWMS in addition to any separate asbestos removal licensing requirements.

6. Structural Alterations or Repairs Requiring Temporary Support

Covers work where a structure’s load-bearing elements are altered and temporary shoring or propping is required to prevent collapse.

7. Work in a Confined Space

Confined spaces carry risks including limited oxygen, toxic atmospheres, and difficult emergency access.

8. Work in or Near a Trench or Shaft Deeper Than 1.5 Metres

Trench collapse is one of the most common causes of serious injury in excavation work, which is why this threshold is specifically called out.

9. Work On or Near a Tunnel

Any work carried out on or near a tunnel, given the confined, high-risk nature of underground construction.

10. Use of Explosives

Any construction work involving the use of explosives is automatically classified as high-risk.

11. Work On or Near Pressurised Gas Distribution Mains and Piping

Covers work in proximity to pressurised gas infrastructure, including underground services that may not be immediately visible.

12. Work On or Near Chemical, Fuel, or Refrigerant Lines

A separate category from gas mains, covering chemical, fuel, or refrigerant piping specifically.

13. Work On or Near Energised Electrical Installations or Services

Includes work near live wiring, switchboards, or other energised electrical infrastructure where contact or arc flash is a genuine risk.

14. Work in an Area That May Have a Contaminated or Flammable Atmosphere

Covers work in environments where the atmosphere itself may present a contamination or flammability risk, separate from confined space risk.

15. Tilt-Up or Precast Concrete Work

Covers the lifting, moving, and placement of tilt-up panels or precast concrete elements, where structural failure or crush risk is significant.

16. Work On, In, or Adjacent to a Road, Railway, Shipping Lane, or Other Traffic Corridor

Applies to work with exposure to moving traffic of any kind, including pedestrians, vehicles, or trains.

17. Work in an Area With Movement of Powered Mobile Plant

Includes work in areas where excavators, forklifts, cranes, or similar powered mobile plant are operating.

18. Work In or Near Water or Other Liquid With a Risk of Drowning

Applies to work near dams, waterways, or other bodies of liquid where drowning is a realistic risk.

19. Diving Work

Any construction-related diving work is automatically high-risk under the Regulations.
